Jilin Province HRSS Measures to Boost Embodied AI and Future Industries: A Guide for Foreign Founders
Jilin Human Resources and Social Security issued a measures list to support embodied AI and other future industries, offering talent recruitment, subsidies, and streamlined services that foreign founders can leverage when operating in China.
Jilin Province Introduces HR Measures to Support Future Industries
The Human Resources and Social Security Department of Jilin Province has issued a notice (Ji Ren She Fa [2026] No. 6) on May 13, 2026, publishing a list of measures to fully utilize human resources and social security functions to accelerate the development of embodied AI and other future industries. The measures target industries including embodied AI and humanoid robotics, hydrogen and new energy storage, aerospace information, biomanufacturing, and atomic-level manufacturing. For foreign founders with companies or planned ventures in these sectors in China, these measures may provide tangible support in talent acquisition and retention.
Key Measures for Talent Recruitment and Retention
The measures focus on attracting high-level talent, offering financial incentives, and streamlining administrative processes. Below is a breakdown of the relevant provisions.
Special Recruitment Positions and Talent Classification
Enterprises, universities, and research institutes in these future industries can apply to establish special recruitment positions under the “Notice on Further Supporting Key Enterprises and Other Units to Apply for Special Positions to Introduce ‘High-Level, High-Precision, and Scarce’ Talent” (Ji Ren She Han [2025] No. 87). The measures allow for relaxed application conditions and increased quotas. High-level talent hired through these positions can be directly recognized as Class A-D talent and receive corresponding benefits.
Flexible Talent Introduction and Funding
Units in these industries can flexibly introduce top domestic and international talent and teams through project cooperation, part-time work, technical guidance, and consulting. They can apply for funding under the provincial HRSS department’s annual flexible high-level talent (team) subsidy program. Selected projects can receive up to 2 million RMB in subsidies.
Additionally, units can host talent recruitment events within the province and apply for funding under the annual talent platform carrier subsidy program. Selected projects can receive up to 1 million RMB in funding.
Postdoctoral Support
Support is increased for postdoctoral research stations and workstations in these future industries. Newly established stations can receive up to 500,000 RMB in subsidies. Full-time postdoctoral researchers entering a station receive 50,000 RMB per year for two consecutive years. Those who stay in the province for employment after completing their postdoc and sign a contract of five years or more with an enterprise or institution receive 100,000 RMB each.
Professional Title and Career Advancement
The measures open career advancement channels for talent in these industries. Enterprises can be authorized to conduct their own professional title evaluations, with core technological breakthroughs, technology transfer, industrial implementation, and actual economic benefits as key criteria. For urgently needed talent, educational and years-of-experience requirements for title applications may be relaxed. Engineering talent who have made major contributions to key core technologies can directly apply for senior engineer titles.
Improved Talent Evaluation and Talent Pool
The talent classification and evaluation standards are being improved, with diversified channels such as direct recognition and comprehensive review. Qualified key employers may be granted comprehensive review authority. The province is also exploring the establishment of a talent pool for these future industries to better connect talent with industry needs.
Dedicated Support and Recruitment Services
A liaison system will be established with units in these future industries to provide point-to-point support, one-on-one business guidance, and timely handling of requests. Administrative procedures will be simplified and processing times reduced.
The province will track talent needs and recruitment plans of these units, including educational background, major, and age requirements. It will support live-streaming job promotion brands such as “One ‘Job’ for You” and “Sister Shan Ying Finds Jobs” to visit key enterprises, organize job fairs for these industries, and provide precise online and offline recruitment services both within and outside the province.
Training, Graduate Employment, and Entrepreneurship
Units can jointly carry out “industry-academia-research-application” integrated talent training projects and apply for funding under the annual talent training base program. Selected projects receive 200,000 RMB in funding.
Units that hire recent college graduates may receive employment subsidies: 1,000 RMB per month for bachelor’s degree holders, 1,500 RMB for master’s, and 2,500 RMB for doctoral degree holders (for up to 24 months), or rental subsidies. One-time housing purchase subsidies are also available: 30,000 RMB for bachelor’s, 50,000 RMB for master’s, and 80,000 RMB for doctoral degree holders (not concurrent with rental or settling-in subsidies).
Enterprises in these industries can organize entrepreneurship competitions and promotional activities. Qualified projects can receive up to 500,000 RMB in special entrepreneurship funds.
Implications for Foreign Founders
Foreign founders operating in Jilin Province in these future industries can benefit from these measures when recruiting talent. For example, if you are setting up a research center or a high-tech enterprise, you may apply for special recruitment positions to bring in foreign experts or returnees, potentially with relaxed conditions. You can also access funding for flexible talent introduction and postdoctoral support. The streamlined services and dedicated liaison system can reduce administrative hurdles.
When hiring local graduates, your company may be eligible for employment subsidies, which can lower labor costs. The entrepreneurship funding could support your startup’s growth initiatives. However, note that these measures are specific to Jilin Province and require application through the provincial HRSS department. Eligibility criteria and application procedures are detailed in the respective notices referenced.
Next Steps for Foreign Founders
